

From Assessment to Implementation: Michigan’s Data Driven Strategy to Advance Digital Public Health Transformation

This session demonstrates how the Michigan Department of Health and Human Services (MDHHS) is advancing public health digital transformation informed by globally validated digital maturity assessments across the State. Michigan partnered with HIMSS to deploy the Digital Health Indicator (DHI) assessment across the public health ecosystem. The Michigan public health ecosystem includes MDHHS, 45 local public health departments, and 12 Tribal health departments, spanning urban single-county agencies and rural multi-county districts. The assessment evaluated Michigan’s readiness to advance digital transformation, including interoperability, governance and workforce, person-enabled health, and predictive analytics, yielding a strategic roadmap to advance the State's digital transformation strategy. The DHI assessment has established an evidence-informed baseline measure of digital transformation that can be benchmarked over time to document progress of the State’s implementation strategy. Attendees will gain practical takeaways and actionable insights for modernizing public health data infrastructure and how to align and prioritize digital transformation efforts in partnership with diverse communities and local jurisdictions.
Session Objectives
· Examine the use of validated measurement approaches (HIMSS Digital Health Indicator (DHI) tool) to inform statewide digital public health transformation planning and implementation.
· Understand how variation in geographic, demographic, and resource capacity across communities and jurisdictions informed and shaped implementation of Michigan’s digital modernization strategy.
· Explore how Michigan Department of Health and Human Services has established an actionable, evidence-based approach to advance a coordinated modernization strategy across the State.
